Duggan is married to Sharon Kuhn and they have two daughters, Elizabeth and Clara. The Kuhn family has resided in Bastrop County for many years. Chris and Sharon built a home in Cedar Creek in 1998. Marilyn Kuhn, a longtime Bastrop County resident and Sharon’s Aunt, is Duggan’s campaign treasurer.

Since moving to Cedar Creek, the Duggans have been active community members. They are members of the Ascension Catholic Church, where they served as co-vice presidents of the alter society and volunteer in church work.
