Duggan created the original PTA at Bluebonnet Elementary School, was the president of Cedar Creek Intermediate School, and currently serves on the PTA boards of Cedar Creek Intermediate and Middle Schools. He is a past president of the Friends of the Bastrop Public Library, on the Executive Committee for Relay for Life.

Friends of the Bastrop Public Library

A new library was constructed within the timeframe of Chris's service with the Friends of the Bastrop Public Library. The dedication of this building shows the dedication of Chris to the local community.
